National School of Public Policy (NSPP) Jobs 2026 — 2 Dean Posts (PASC & EDI), Lahore

National School of Public Policy (NSPP), Government of Pakistan — Lahore

The National School of Public Policy has advertised two of its most senior academic posts: Dean of the Pakistan Administrative Staff College and Dean of the Executive Development Institute, both based in Lahore. The advertisement appeared in The News on 28 October 2026 under reference PID(I)1675/26, and applications must reach the School by Saturday 14 November 2026. Both posts carry the MP-I package and are offered on contract, initially for three years, with extension possible by two further terms of one year each on satisfactory performance. These are not entry-level openings. Each Dean leads one of the School’s two training institutes, shapes the learning that senior public-sector executives carry back into policy and management work, and is expected to bring a long, proven record in research, teaching or senior professional practice. Applicants must hold an MPhil or Master’s degree in a relevant social sciences subject and be between 45 and 62 years of age on the date of applying. Because the two posts ask for different lengths of experience, candidates should read both sets of requirements carefully before choosing which post to apply for.

About National School of Public Policy (NSPP), Government of Pakistan

The National School of Public Policy is a Government of Pakistan institution established under the NSPP Ordinance 2002, and it is the country’s apex institution for training senior civil servants. Its work is to improve the quality of public policy and management by training the officers who run the state, and it does that work through its constituent institutes in Lahore. The Pakistan Administrative Staff College works with senior executives of the public sector through leadership training courses, while the Executive Development Institute works with senior leadership through knowledge and skill enhancement programmes built around informed discussion of policy questions. A Dean at either institute therefore sits at the intersection of academia and government: the post combines academic leadership with a direct influence on how senior officials think about policy, management and public service. The School’s recruitment for these posts is handled by its Human Resource function from its Lahore campus at the Pakistan Administrative Staff College on Shahrah-e-Quaid-e-Azam, Mall Road. Appointments are made purely on merit, and the School presents the two Dean posts as an opportunity for established academics and practitioners to lead institutions that train the next generation of Pakistan’s civil leadership.

Vacant Positions — Post-Wise Details

Two Dean posts are advertised, one for each of the School’s two Lahore institutes. Both carry the same MP-I package and the same 45 to 62 age band, but the experience routes differ sharply, so the table below keeps them separate on purpose.

Sr.Post NamePostsQualificationBPS / GradeAge Limit
1Dean, Pakistan Administrative Staff College (PASC)1MPhil or Master’s degree in Public Policy, Economics, Finance, Management, Public Administration, HR Development, Law, Strategic and Security Studies, History, Political Science, International Relations or another relevant social sciences subject from an HEC-recognised institutionMP-I45 to 62 years on the date of applying
2Dean, Executive Development Institute (EDI)1MPhil or Master’s degree in Public Policy, Economics, Finance, Management, Public Administration, HR Development, Law, Strategic and Security Studies, History, Political Science, International Relations or another relevant social sciences subject from an HEC-recognised institutionMP-I45 to 62 years on the date of applying

Eligibility Criteria — Who Can Apply

The eligibility bar for both posts is deliberately high, because a Dean at the National School of Public Policy is expected to lead an institution, not merely to teach in one. The academic floor is the same for both: an MPhil or a Master’s degree in a relevant social sciences subject from an institution recognised by the Higher Education Commission. The listed subjects are Public Policy, Economics, Finance, Management, Public Administration, HR Development, Law, Strategic and Security Studies, History, Political Science and International Relations, with other relevant social sciences subjects also accepted. Where the two posts diverge is experience. The PASC Dean is asked for the longer record: 22 years of research, teaching or training experience, or, on the alternative route, 12 years of professional or practical experience. The EDI Dean is asked for 15 years of teaching or research experience, or 5 years of professional or practical experience. That difference matters and should not be blurred: a candidate who has built leadership courses for senior public managers will recognise the PASC brief at once, while a candidate who has run discussion-led programmes on policy questions will recognise the EDI brief. The age band is identical for both posts, 45 to 62 years on the date of applying, which reflects the seniority of the roles. Beyond the formal criteria, the advertisement looks for a demonstrated ability to design and deliver executive training, to facilitate focused discussion among senior officials, to generate reports from those discussions, and to build an outward-looking approach with strong links to the wider policy community. Serving government employees must apply through the proper channel, and every applicant should confirm that their qualifications and experience match the post they choose before submitting, because the two experience routes are not interchangeable.

Salary & Benefits

Both posts carry the MP-I package, which is the Management Position Grade I used for senior leadership appointments in the federal government. The advertisement does not print a fixed monthly salary figure, and no figure should be assumed from other MP-I appointments, because the package is settled under the terms of the appointment. What the advertisement does state is the contract structure: an initial term of three years, extendable by two further terms of one year each on satisfactory performance, so a successful Dean could serve for up to five years in total. Candidates comparing this opening with other senior posts should therefore weigh the MP-I package together with the standing and influence of leading a national training institution, rather than treating any single salary number as the whole offer. The advertisement also states plainly that no travelling or daily allowance is admissible for the interview, so applicants should plan their travel to Lahore on that basis.

Selection Process

Selection follows the School’s merit-based process for senior appointments. Applicants first submit the prescribed application form, available on the NSPP website, together with the qualifications and job descriptions published there. The School screens applications against the advertised criteria for the chosen post, and only shortlisted candidates are called for interview. The interview is the decisive stage: it tests the candidate’s record in research, teaching or professional practice, their ability to design and deliver executive training, and their vision for leading the institute they have applied to. Because both posts are leadership appointments rather than examination posts, there is no written test stage mentioned in the advertisement. The School reserves the right to withhold appointment against any advertised post or to cancel the recruitment process at any stage, as is standard for senior contract appointments. Candidates should therefore treat the interview as the stage where the long experience record described in the advertisement is examined in detail, and prepare to discuss specific programmes, courses and policy discussions they have led.

Documents Required

How to Apply — Step by Step

  1. Visit the NSPP website at www.nspp.gov.pk and download the application form, qualifications and job descriptions for the Dean posts.
  2. Choose one post, Dean PASC or Dean EDI, and check your degree and experience against that post’s route before filling the form.
  3. Complete the application form with accurate academic and professional details, and attach attested copies of degrees, transcripts and experience certificates.
  4. Serving government employees must route the application through the proper channel and attach the departmental No Objection Certificate.
  5. Submit the completed application to the Additional Director (Human Resource), National School of Public Policy, c/o Pakistan Administrative Staff College, Shahrah-e-Quaid-e-Azam, Mall Road, Lahore.
  6. Ensure the application reaches the School by Saturday 14 November 2026; only shortlisted candidates will be called for interview, and no TA/DA is admissible.

Apply for one post only, and apply for the post whose experience route you genuinely meet, because the PASC and EDI routes differ. Download the form and the job descriptions from the NSPP website rather than relying on summaries, and submit well before 14 November 2026 so that a postal delay does not defeat a strong application. Keep a copy of the submitted form and all attachments for the interview stage.

Terms & Conditions

The selected Deans will be based in Lahore and will lead their respective institutes under the School’s academic and administrative framework. Only shortlisted candidates will be called for interview, and no travelling or daily allowance is admissible for appearing in the interview. The competent authority reserves the right to increase or decrease the number of posts, to withhold appointment against any advertised post, or to cancel the recruitment process at any stage without assigning any reason. ⚠️ Fraud warning: Government departments and genuine employers never ask candidates to pay money for a job offer, test or interview. The only official fee, where applicable, is the printed application/test fee paid through the official challan or portal mentioned in the advertisement. Never pay any person who promises you a job.
